Common situations

Language, culture, or belief Record the concrete action and document; the route stays general and is not built around a person's origin, religion, or language.
Citizenship or documents Equality does not remove special rules on status, registration, and document confirmation.
Service barrier Record the refusal, condition, or different treatment of people in the same situation.
Public expression or association Freedom of expression and association protect participation, while responsibility and procedure limits are set by special laws.
Different treatment in the same situation Compare only matching facts: who applied, which document was filed, which rule was applied, and what reply was received.

What not to conflate

  1. The Constitution does not replace rules on citizenship, documents, education, or a specific service.
  2. Describe a checkable fact and an organisation's action, not an assumed motive.
