Common situations
Service, medicine, or queue refusal
Start with the concrete refusal, date, and service rule; the Constitution frames the issue but does not replace the allocation procedure.
Large family, care, or social service
Do not derive a benefit directly from the Constitution: check the category, document, authority, and active programme.
District school, road, or clinic
If the issue is local, connect the service to the akimat, maslikhat, budget, and written response.
What not to conflate
