Three New Institutions, but Different Launch Timelines

1. Vice President

This is a new institution of continuity and coordination in the executive branch. The Vice President is appointed by the President with the consent of the Kurultai, so the practical launch depends on when the new parliament is formed.

2. Kazakhstan People's Council

This is a constitutional consultative and advisory body under the President. The law on it has already been signed, and its public launch is expected as the next stage of the reform in September 2026.

3. Constitutional Court in the New Access Mode

For citizens, the earliest practical effect is here: from July 1, 2026, citizens receive a direct opportunity to apply to the Constitutional Court on questions involving violations of their constitutional rights.

Why It Matters Not to Merge These Timelines

Not all new institutions start on the same day. The Constitutional Court opens to citizens together with the Constitution's entry into force, while the Vice President and part of the parliamentary mechanisms depend on the formation of the Kurultai.
