Stages of Entry into Force
Immediately (after results published)
- New Constitution becomes the Basic Law
- All fundamental rights and freedoms (Section II)
- Detention period reduced to 48 hours
- Dual citizenship banned, deprivation for terrorism
- Marriage defined as a union of man and woman
April–July 2026
- Adapting the law on the President (vice president, succession)
- Adapting the law on the Constitutional Court (expanding to 10 judges)
- Adopting the law on the Kurultai
2026–2027
- Forming the Kurultai (145 deputies under new rules)
- Elections / appointments under the new system
- Adopting / updating up to 7 constitutional laws
- Subordinate legislation on digital rights
What Happens to Old Laws
All laws contradicting the new Constitution must be brought into compliance. The government must prepare an adaptation plan. Until then, old laws apply insofar as they do not contradict the Constitution.
