Three Statuses That Matter
1. Already Signed
- On June 5, 2026, the constitutional laws on the President, the Kurultai, and the Kazakhstan People's Council were signed and published.
- The core rules for these institutions are already fixed in official texts.
2. Fixed and Already in Force
- On July 1, 2026, the Constitution itself entered into force.
- From that date, the new constitutional guarantees begin to operate and the main institutional framework changes.
3. Still Requiring the Next Act or Organisational Step
- On July 1, 2026, the President signed the decree calling Kurultai elections.
- Kurultai elections are scheduled for August 23, 2026.
- The appointment of the Vice President and the full start of parliamentary procedures depend on the formation of the Kurultai.
- The law on the Kazakhstan People's Council is already in force and its Secretariat was created on July 2. Formation of its membership and the first session require further official decisions.
What Happens to Older Laws
Laws that do not contradict the new Constitution continue to apply until updated. Provisions that must be aligned are revised through the ordinary legal and organisational process, without creating a legal vacuum.
