Constitutional role
The Government is the highest executive body of the Republic of Kazakhstan. Its task is not to make the Constitution, but to implement state policy in practice.
It is responsible for:
- economic administration
- social policy
- public services
- law and order within executive competence
- execution of laws and state programs
Composition
The Government is headed by the Prime Minister and includes:
- Deputy Prime Ministers
- ministers
- heads of central executive bodies where constitutionally or legally required
Formation
Under the constitutional model:
- the Prime Minister is appointed by the President with the consent of the Kurultai
- the Government’s structure is determined by the President
- members of the Government are appointed within the executive formation process
This keeps the Government within a presidential system while adding parliamentary oversight at the key stage of appointment.
Accountability
The Government is accountable:
- to the President, as the head of state in a presidential system
- to the Kurultai, through reporting and political oversight mechanisms
This dual accountability is important because it combines executive unity with parliamentary scrutiny.
Main areas of work
In the economy:
- prepares and executes the republican budget
- manages state property and economic policy
- implements financial and development measures
In social policy:
- implements education, healthcare, labor, and culture policy
- ensures social protection mechanisms
- carries out public welfare programs
In administration and security:
- organizes implementation of laws
- maintains public administration systems
- acts within the framework of legality and citizens’ rights
Why this matters
The Government remains executive in nature, but in the 2026 model it operates under more visible constitutional accountability than in a purely centralized executive design.
