What Happened on June 5, 2026
On June 5, 2026, the President signed three constitutional laws. They enter into force together with the Constitution on July 1, 2026.
1. Law on the President
It:
- introduces the office of Vice President
- fixes candidate requirements
- describes the appointment procedure
- defines powers in force-majeure situations
2. Law on the Kurultai
It fixes:
- 145 deputies
- a single nationwide constituency
- a proportional system
- a 7% threshold
- a 30% gender quota
- the structure: Chair, deputies, committees
- a 5-year term of office
3. Law on the People's Council
It introduces:
- 126 members under the 42 + 42 + 42 formula
- the status of a supreme consultative body
- the right of legislative initiative
- 4-year terms for members
Why This Matters
These laws show that part of the new institutional architecture has already been fixed before the Constitution formally takes effect. But the actual launch procedures still depend on July 1, 2026 and the steps that follow.
